UK Imposes New Travel Permit Requirement On These Foreign Visitors

February 25, 2026

Starting Wednesday, visitors to the United Kingdom from 85 countries will be required to obtain an Electronic Travel Authorisation (ETA) before travelling, the UK Home Office announced. Travellers who arrive without the permit will be denied boarding by airlines.

What Is the ETA Scheme?

The ETA, introduced in 2023, is a pre-travel security requirement for visitors who do not need a visa to enter Britain.

  • Cost: £16 (approx. $21.57)
  • Apply: Online
  • Valid for multiple visits (as per earlier Home Office guidelines)

Although the system was rolled out earlier and extended to European travellers in April 2025, officials had not enforced it strictly until now.

Mandatory From February 25

From February 25, airlines will not allow passengers to board flights to the UK unless they possess:

  • A valid ETA, eVisa, or
  • Other approved travel documentation.

The Interior Ministry confirmed this marks the “full enforcement phase” of the ETA initiative.

Who Is Exempt?

The following groups do not require an ETA:

  • British citizens
  • Irish citizens
  • Dual nationals with British or Irish citizenship
  • Individuals with the legal right to live in the UK

Official Statement

Migration Minister Mike Tapp said the ETA programme is essential to improving national security:

“The ETA scheme is a vital part of our work to strengthen the UK’s border security, helping deliver a more efficient and modern service that works for visitors and the British public.”

EU Travel Changes Also in Effect

The UK’s new rules coincide with Europe’s implementation of the Entry/Exit System (EES), introduced in late 2025.
The EES replaces manual passport stamping with digital records for UK travellers entering the EU.

However, early reports indicate:

  • Delays at some European airports
  • Concerns from aviation industry leaders about potential disruption during peak travel seasons, especially around Easter 2026
